Same in Denmark. You can be publicly nude anywhere, no law against it what so ever. But you can’t be “offensive”. So topless on the beach for example is okay. Doing naked cartwheels down a shopping street, probably not.

Although it’s less and less common. Back 20 years ago a lot of women were topless at the beach, today it’s less common, especially for younger people. Probably due to the amount of people who have cameras everywhere they go now.

Although there was a case a couple years ago where two young women were tanning nude on their apartment balcony in public view, where the neighbors complained about it. But they were perfectly legally allowed to since it wasn’t “offensive behavior”, and kept doing it.
